Where's IGraphBuilder?

Is this the right newsgroup to ask DirectShow/IGraphBuilder questions?

If so, what include files and libraries do I need to get IGraphBuilder to be
"identified" under VC++ 6.0? (I got it working under WinCE 4.2 with
strmiids.lib and Dshow.h, but it can't find Dshow.h under desktop VC.)
