Hi. In Windows 98, under the control panel, and add/remove programs, there
was a tab to make a startup disk for windows. Is there the same option
somewhere in windows xp home? I don't see it under the control panel
anywhere. Can I somehow create one? Thanks.

What do you want one for? The XP installation CD takes the place of he
startup disk in win9x versions. It's bootable. If your system can't
boot from a CD there is a different type of startup disk to use:

It exists when you format a floppy - MSDOS Startup disk is an option.
But it is the most basic bootable floppy, with no 'external' commands.
and you cannot use it on any disk formatted in NTFS. Its main purpose
is to allow booting to run something like a BIOS flash. Repair in XP is
done from a boot of the CD
