Best to ask this in an Outlook Express group ... that being said, the
recipients have their Outlook Express configured to not allow
attachments to be opened (which is default). To change this, Menu:
Tools/Options Tab: Security and check/uncheck the relevant option. This
covered fully in OE's Help.

As Rob indicated, this is a security feature. You can override these settings, but make sure
that you *know* who the attachment is coming from and what it is. To override them, click
the Tools menu in Outlook Express, then Options, then the Security tab, uncheck 'Do not allow
attachments to be saved or opened that could potentially be a virus' and then click OK.
