Is there a way to give a user priveledges to a network drive from a computer
on the network that is not the server? Any info may help.

A few possible options from a client machine:
1. Connect to the Server via RDP
2. Connect remotely via Computer Management

Yes - if you have a domain, and have domain admin rights, or rights on the
server in question,, you can simply use the 'computer management' MMC snap-in
to place permissions onto a share on a remote host, such as a server.
