If the path to the setup files use long file names then you will get that
message when trying to run a 16bit file. If that is the case then put the
files into a folder that conforms to the 8+3 DOS rule for files & folders
and try again.

Just solved that one myself after a week of struggling.

this occurred after a file became removed or corrupted after I removed
Adware>ZANGO< with Spyware Doctor.
I am also running SP2 with full updates. I lost Add or Remove Programs when
I updated to SP2 and still haven't got it back, any ideas?

From C:\Windows\Repair directory copy file autoexec.nt to
C:\Windows\System32\ and after that go in that directory and with right
button click Properties and select Read only (click in box) and after that
REBOOT your computer.
