I d/l & installed SP2 yesterday, and I prefer automatic updates to check
with me before installing updates. But evidentially SP2 doesn't like that,
because whenever I turn my pc on, I get the "Security panel" popping up
saying I should check my settings.
Is there a way to keep that from popping up each time I start up? Or is
there a good reason to allow it to install all updates without my knowledge,
or control?

Not sure if this will work for you, but I disabled the Security Center
service.

I set it to notify me (NOT download) if there are critical updates and now
it leaves me alone except, of course, when there are critical updates which
are nice to know.

This is what the option you selected is supposed to do:
Notify me but don't automatically download or install updates
To manually download and install updates, you must be a member of the
Administrators group for your computer. Windows checks for important
updates and notifies you if any are available; updates are not delivered
or installed on your computer until you choose to do so. When Windows
finds updates for your computer, the Windows Update icon appears in the
notification area and an alert pops up, letting you know that updates
are ready to be downloaded. After you click the icon or the alert, you
can select some or all of the updates to download.
Windows downloads the updates in the background—you are not notified or
interrupted during this process and the updates do not interfere with
other downloads. When downloading is complete, the Windows Update icon
appears in the notification area again, this time to let you know that
the updates are ready to be installed. You can choose to install all or
some of the available updates.

Control Panel - Security Center, Change the way SC Alerts me. and
uncheck the Auto Update item do as not to tell you about the updates
not being fully on. AU will tell you itself when one happens

You can change the way Security Center alerts you. Open the Security Center
from the Control Panel, the options are the on the left.
