mpeg2 decoder

can anyone tell me why i dont have a mpeg2 dfcoder on my pc when i have
powerdvd and just purchased intervideo xpack also. i ran xp video decoder
checkup utility and thats what it told me??????? i dont have a mpeg2
dfcoder on my pc i cant play a dvd AAAArrrgghhhhh. help please
