If I use Windows Explorer to copy some bookmarks folders into the Favorites
folder under All Users (in Documents And Settings) then will all users be
able to see them?

In my WinXP Pro I have copied some bookmarks from the administrator account
to the Favorites folder in a user account. I have also copied some
bookmarks to the Favorites folder in the All Users folder but these do not
show when I go into IE and list the bookmarks.

Can someone explain what is going on as I think I may be misunderstanding
this.

It's a setting made by each user. IE, tools, Options, see settings button, then
'move folder' button.
