Install error

Every time I attempt to install the messenger 6.1 update
I get the following error:

Could not access network location
%ALLUSERSPROFILE%\Start\Menu\Programs\Administrati ve Tools

ERROR CODE 1603

I checked the permissions of that directory and it is
READ ONLY.

I then shared the directory, but still got the same error.

I could not find anything specific in the Knowledge base
either.

Any ideas?
