portege 3505, using windows xp tablet pc edition?

It depends...

on the scanner. Which make and model, including the interface? USB? SCSI?
Does the manufacturer make current (WinXP) drivers for it?

Microsoft writes Windows. Hardware manufacturers write device drivers to
enable their hardware to work with Windows. Drivers that were ready in time
to be evaluated and approved were included on the WinXP CD-ROM. Others have
been added in Windows Update since the CD was produced. If yours was not,
you'll have to get them from the maker of your scanner.

Tell us the name of your scanner and we probably can tell you what to do.
Without knowing that, though, we are likely to send you on a wild goose
chase.

First, try the simple way: Plug in the scanner and see if WinXP detects it
and installs its drivers automatically. There's a good chance you'll get
lucky!
