Something is causing explorer.exe to stop, then restart. Try some clean
boot troubleshooting to see if you can find the culprit.

I've seen some say that redraw is actually Windows Explorer crashing
and being automatically restarted.

It would be interesting to find a way to get evidence to see whether
that is actually what is happening when all the icons seem to redraw.
