Try deleting all but the last restore point, if this doesn't free up the
space, try the following which can be necessary to clear a virus that is
stored in a Restore Point.

Control Panel > System > System Restore.
Disable System Restore , click Apply to delete all Restore Points.
Enable System Restore, click Apply to create a new Check Point.
