why, when i am an administrator will the computer not allow me access to
this folder?

if i log in in safe mode and enter the administrator account, the folder is
not visible in explorer.

So you don't go messing in there ;) These folders hold the System
Restore points & only "System" has permissions as default. You can
easily add "Administrators" then view the contents. Those using FAT will
naturally have access anyway. If you disable SR, the folders will become
empty.
