In Windows XP Pro, when I sort a folder in Detail View by
modified date, the subfolders are grouped at the top when
sorted in ascending modified date and at the bottom when
sorted in descending modified date. Does anyone know of a
way to make sure that subfolders are grouped at the top no
matter which way the files are sorted, ascending or
descending (the way it used to be in Windows 98 SE)?

You cannot do this as the Explorer is not customizeable in that
manner. You may want to use a more powerful replacement like the Total
Commander (http://www.ghisler.com/).
