StartDocPrinter Call error

I'm trying to send a fax to a remote fax (Windows XP FAX). I've set
up the printer on the local machine but I'm getting the error
StartDocPrinterCall Was Not issued.

I've logged in with administrator privileges and it's the same. I've
also checked the user security policy and it's set correctly. What
should I check for?
