Windows works that way.. is it causing you a problem?..

Page faults are not a valid measurement of page file usage. They could
also, for example, be caused by the loading of a data file or a program
component that was not originally loaded.

Add the "Page File Delta" column to the Task Manager view and see what it
shows you.
