It sounds like the services mentioned below has been disabled.

BlkViper is a wonderful resource that you can use to tune your system to
increase performance. Lots of good information there.

Windows Management Instrumentation ~ this service is required if you want to
see the "Dependencies" tab in service configuration and you want everything
to go smoothly. I do not recommend disabling this service as strange things
may start to happen.

I download XPServices.zip (look for information shown below, at the link
above) and printed it out so I could read and reread, and make notes in the
margins. I used the spreadsheet like printout to record the changes I made
to my services.
