To Stop Microsoft Pop-Ups:

Start menu, control panel, administrative tools, Services,
right

click messenger & select stop then [XP right click
messenger,

Properties] or [2000 Pro, click stop] then change start-up
to

Disable.

NO.
As I say in my post.
That stops the symptom of the real problem.
The problem is your unprotected computer.
The Messenger Service is effectively warning you of the vulnerability
of no effective firewall.
