IIS & Windows performrance.

IIS : I configured IIS and the SMTP server, I'm using PHP
scripts, when I use sendmail function it doesn't do
anything , I'm sure that SMTP is configured and
everything should work.

Windows perf : I installed motorola driver, when the
windows starts it take along time to view the icons on
the desktop and the taskbar to be available to work, it
also restart at any time from it self.
And the connection is too slow.
