I'm using Norton's internet security which has internet
protection as well as a firewall, but it does nothing to
stop those pop-ups adds. I recently learned about the
following:

Start menu, control panel, administrative tools, Services,
right click messenger & select stop then [XP right click
messenger, Properties] or [2000 Pro, click stop] then
change start-up to Disable

and it works, but this only stops the symptoms of open
ports.
My question is why isn't my Norton firewall securing these
open ports on my computer? Hope somone can help.

Victor;
Configure the firewall to close the ports:
http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q330904&
"The Messenger service uses UDP ports 135, 137, and 138; TCP ports
135, 139, and 445; and an ephemeral (that is, short-lived) port number
greater than 1024."
