I have two users accounts on my pc, one is a limited account and the other is
an administrator account. When I start my pc in safe mode I noticed that safe
mode shows two accounts for the admin account one named administrator and the
other my normal administrator account with my password, the one named
administrator does not need a password. Is this normal. The administrator
account I do not know has the same programs as my other account with limited
permissions. Is it then possible to install programs in safe mode.

Windows installs a default administrator account (with no password unless
you assign it one during installation) that vanishes from the start menu
once you create a user account but is visible when you boot in Safe Mode.
To see this account in the normal login screen press ctrl-alt-del twice.
This account however is THE administrator account and should have full
access and privileges.

Yes and it is a good idea to install programs this way.

Yes - that is the reserve account for troubleshooting and recovery in
emergencies. Leave it

It would be accessing all normal 'All Users' entries - same as the
limited account; maybe not though those you installed from your day to
day admin account in its 'personal' Start menu folder and desktop. Do
not normally install things in Safe mode; use your day to day admin
account in Normal boot
