Where can I download these XP fixes???

but I am unable to find the place to download these fixes.

From Microsoft as is stated in the message.

Often times these types of fixes apply to a very small % of computers,
may not be fully tested etc.
For those and other reasons Microsoft does not post the actual fixes.
The potential problem may be worse than the initial issue if the fix
is not needed.

There is no charge for the call when this is the specific fix needed.

But you need to contact Microsoft.
