Solved my own similar problem by removing Norton Firewall
2003 then reinstalling.
Seems to be failing to recognise updated system files

Had the same problem until I removed Norton Internet Security and Downloaded
AVG and used XP's Firewall. Bootup dropped drastically. And the good thing
about AVG XP's firewall they are free.
