Russell, I have exactly the same problem. Except that, in my case, its advent
has nothing to do with Windows XP SP2. I know this because my system shipped
with SP2 and I originally had right-click functionality in the Start menu.

Eventually, something changed. What, I don't know. The right mouse button
works as expected in all other circumstances but, alas, no longer brings up a
Properties dialog when I right-click on an item (program) in the Start menu.

Anyone aware of an obscure registry entry or some such that might cover in
this behavior?

Hi Peter,

Didn't realize this was related to SP2, it has been happening to users for
over three years now and the workaround has been documented just as long.
:o)

Easy fix, though:

Check your settings here: Most users who face this issue can still right
click the Start button, even though they can't right click on the Start
Menu. Here is the workaround:

Right click the Start button, select Properties, Customize. Scroll through
the options on the Advanced tab and put the check mark back in Enable
dragging and dropping.
