For some reason, when I try to "right-click" icons in my
start menu, there is no response. However, right-clicking
works fine on my desktop icons. Help.

Right click on your Start button and select properties.
Click Customize.
Click the Advanced tab.
Look in the "Start Menu Items" list, one of the options (it is near the top
of the list) is "Enable dragging and dropping". This must be enabled to be
able to edit properties (right click) Start menu items.
