How to Format my hard drive and Reinstall Windows XP (SP2)?

I want to format my hard drive and reinstall windows xp because something is
very wrong, my computer is brand new and one day it started to slow down, is
not a virus, is not adware i already checked several times it cant be a
hardware problem because i havent changed anything in the hardware.
How can i format my drive? What do i need? i dont have a floppy drive.
Can somebody explain to me how to format and re-install windows XP(SP2)
