high processor usage

I understand the problem detailed below is a sp1 issue
Can someone point me to the knowledge base article or
provide a solution.
I am running XP sp1 on an A7V333 when logged onto the
internet in the last 3 days I have noticed that the
computer attains 100% cpu usage and stays there even when
shutting all extraneous programs the modem being used is
an alcatel broadband one. This appears to occur when
downloading. the process varies if you close one down
another takes the processor power even task manager using
99% power whilst trying to investigate it and its so
painfully slow.
