services disabled

I have a dell latitude that all of the service were
disabled. I have tried to inable them, and re-start
them. I will not allow me to do so. I get a message
that unable to start srvices because plug & play is not
started. I then try to start the plug & Play service and
get the same message, any ideas what I need to do?

Go to Start > Run and type: MSCONFIG , and hit enter.
Select "NORMAL STARTUP", apply and reboot.
