We had the same problem. We removed Security Update
811493 and rebooted. Everything seems to be back to
normal. It appears there is a problem with this update.
Wonder if Microsoft is aware?

You might want to uninstall 811493: Security Update (Windows
XP). It has been reported to cause systems to slow down. You
might turn uninstalling it and see it that make a difference.
