I just updated these files, Outlook express take a good 15 secondes to
load up longer than previous.

This is true on both XP computers. (processors are AMD 1200) ~1.2khz

Go to Control Panel > Add/Remove Programs and uninstall=20
Windows XP Hoxfix (SP2) Q811493. Apparently, this
particular Hoxfix is troublesome with your antivirus software.
Microsoft is reportedly looking into this issue.

Thanks, this worked for me. My PC is now performing like
a P4 2.4 and not like a PII 233. That hotfix really
gummed things up. CPU utilization was always low so I
couldn't figure out what was happening.
