The fax service refuses to automaticall start on Windows XP reboot. It is set
to start automatically but after reboot the services panel show fax service
as 'stopping' and the service cannot be altered from the services panel
(inaccessible - all options greyed).

To restart the fax services, the fxssvc.exe process must be shut down from
within task manager. After a few minutes it will restart by itself. If not,
the fax must be reconfigured from the fax configuration window in fax
console. I have been unable to find any reason for this.

Any help appreciated.

Did this just start, or has it always behaved this way on your system?
It looks like this might be behind some of the post SP2 problems people are
seeing. Did you recently apply SP2?
