slow start

I'm having trouble with all programs in windows XP Home
starting/executing slow.
When I double click explorer, outlook express 6, ms word
or any application they start with the hourglass appearing
then going away, and nothing seems to be happing for about
10 to 15 sec. Then the program will appear and will have
broking graphics for a bit then will start to fill in and
finally will open.
I still use a phone modem and just hooked up a catch-a-
call from RS.
This problem seemed to have started after the first call
that came in.
The first thing I notice was when I right click on the
task bar the popup menu came up behind the task bar.
And I had to reboot to straighten things out.
Any ideas what may have happen?

Did you update 811493? If so uninstall it.
