i have a cd that i want to format, but when i follow
the 'help' it tells me to select the drive,
select 'file', then 'format'. 'format' however is not
one of the options. how can i format this cd? thanks.

You don't.
It is not possible to format a CD.
You can format a CD-RW, but you use burning software, not file/format to do
it.

The only way to format a CDR is to use DirectCD or INCd but remember they
are totally proprietary to their particular programs, just food for thought
you can buy preformatted DirectCD discs
