Scrolling problems

Lately, when I attempt to use the vertical scroll bar in
almost any application, utilizing the up or down arrows
initiates a rapid movement up or down, instead of the
usual line or two at a time. It doesn't always happen,
but seems to be occurring more and more often. Any help
would be greatly appreciated. Chuck
