Microsoft Office is not a part of Windows XP. It must be purchased
and installed separately. Wordperfect is a product of a Microsoft
competitor. This from the Help file for Outlook Express:

To check the spelling in messages

Outlook Express uses the spelling checker provided with the
following Microsoft Office programs: Microsoft Word, Microsoft
Excel, and Microsoft PowerPoint. If you do not have one of these
programs installed, the Spelling command is not available.

You can purchase the Microsoft Works Suite 2003 which includes Word
2002 for a price less than Word cost alone. It is an upgrade so you
have to have a qualifying product to install. Many OEM setups
include Microsoft Works so you might have a qualifying product
already.

There are several Outlook Express newsgroups and some of the posters
there might know of a shareware or freeware spellchecker for that
product.
