xp serial com1 problem

I have some hardware that uses com 1. the hardware worked perfect on
windows 98. but i could never get it to work on xp. i was running dual boot
98/xp now im xp only and i really need to get this thing to work on xp.

all the other people i know are having no trouble so i took my hardware to
another pc with xp, I loaded the software and it worked fine. I think it is
safe to say there is something in xp that is treating my com port
differently. Any suggestions are greatly appreciated.
