I am having severe problems with locks not working and it
looks like I need this fix. The description leads me to
support lines that require a fee. Is there any way I can
get the fix and have a working computer without paying a
large fee?

Contact Microsoft support to obtain the fix. They will not charge you
if the fix is applicable to your problem.
