XP SP2 - Can't make secure connections

"new" refurbished Dell 17" laptop
XP SP2

I can easily see most websites, however, when I try to login to sites with
name/password or sites that seem to require communication the connection
fails. I tried to run Microsoft update check, but it failed, as well.
Doesn't seem to be communication from my computer. I even have to use
another computer to send this message, because I couldn't sign up for .net
service.

Computer is nice, but this I can't figure out. I appreciate any help, at
all!!!
