My XP professional has slowed a lot recently. Looking in the Task
Manager Processes Tab, I see an item called "System Idle Process" which
is consistently clocking 85 to 98 in the CPU column. I surmise that this
is the root of my problem.

I looked this up in the knowledge base, and found article 317751 which
tells me there is a fix available, and refers me to files called
msctf.dll and msutb.dll. It further invites me to call Support at the
manufacturer to get fuller info. I'm now out of my 90-day warranty and
they want me to pay $40 for the pleasure of talking to a tech.

I'm wondering if anyone here can tell me where to find this fix and how
to apply it.

System Idle is exactly what it sounds like.
It is the % of processing power the computer has doing nothing,
waiting for something to do.
The % you mention are very normal.
If you have problems, the source is elsewhere.

Try these:
Run an updated virus scan.
Run Disk Cleanup checking all boxes except "Compress old files"
Run Defrag.
If you have file sharing software such as Kazaa, disable it.
