service connection manager

After setting up and logging on to a user account, I get a
message that "SCMan" (service connection manager) is not
running or access is denied. I close that window and
everything works fine except I cannot run some programs.
What is "service connection manager" and does that have
anything to do with not being able to run programs from
the user account? How I can get rid of the warning message
every time I log into the user account? Appreciate any
help with this.
