I have a directory under the root OS director called ~rwc{}$$.rwd.
When I go to find something, it searches through it for a while. A few
other programs look in it as well. What is it?

I don't have it, it definitely looks strange.
Not a Windows file.
Run an updated virus scan.
Check this link:

Run Ad-Aware (free version) or Spybot to check for spyware:
http://www.lavasoft.de/ (Update if you already have it)
Or
http://spybot.eon.net.au/ (Update if you already have it)

If nothing found above, try moving file to another location.
Then next time something looks for it, you may get an error indicative
of its purpose.

So far, neither my virus scanner nor AdAware have said anything about it.
It is hidden, by the way.
