rundll32.exe entry point not found in system restore

I cannot access system restore. I have tried
everything. Reinstalling xp and I have attempted to open
system restore in every way possible. It say that it is
not found in WINSTA.DLL. HELP ME PLEASE

Is it turned on? My computer--(right click) properties, system restore.
