Ive heard it is possible to change the fan speed with
BIOS. Is this true? If so, how do i enter BIOS? Is it a
good idea to change the fan settings so it is quieter?

The only way to make it quieter is to slow it down - which means you won't
get enough cooling. You're better off going to a computer fair, shop or
website and buying quieter fans.

Taj gave you good advice. The cooling fan is the largest single noisemaker
in a PC. Most PCs today have two cooling fans, and some advanced video cards
have their own fan. It's amazing that your computer doesn't lift off and fly
away.
Replacing the fan(s) is your only recourse. This may mean replacing the
power supply as well. The parts aren't expensive, so have them
professionally installed. Best not to meddle with the BIOS. One wrong move
and you could find yourself in deep trouble.

Taj,
Antec and a few other mfrs make efficient and quieter fans. You can check
your local computer shops in the UK and see what's available, replacing the
fans in your system. I also added an intake fan in the front and bought the
three-pin jobs that can plug into the mobo (check your mobo first, one of my
mobos only had one 3-pin receptacle on-board while another mobo had 2 such
receptacles).
The fans that plug into the mobo typically are thermostatically controlled
to speed up and slow down depending on temperatures, are quieter and more
efficient.
