Outlook Express 2002 Cant open links

I am unable to open links sent to me thru Outlook Express
is there a setting or fix for this?

In Outlook Express go to Tools>Options>Security. Make sure that this Box
is unchecked . " Do not allow attachments to
be saved or open"
