Recovery console is a command line application. Basically
you need to know what you are doing to use it, i.e.,
format,copy etc.
A lot of people use this option thinking it will repair
their installation without them having to do anything.
Unfortunately it won't. The actual 'repair' option is a
little further on in the installation process. However i
have found it far quicker to reinstall windows xp rather
than repair. Reinstalling may be an option for you seeing
that you cannot even get into safe mode. Another option,
of course, could be that the ntdetect or ntdrl files have
become corrupt and need replacing.
I have created an emergency boot disk for XP which will
boot the system, hopefully - well it does on mine,
straight to the desktop. The files will are copied onto a
floppy disk and you boot from that. If you send me an
email i will send you the files. All you need do is copy
them to a floppy and then try to boot with it. If it
works then the ntdetect and ntdrl files on your system
are corrupt, so all you need do is copy them from the
floppy to the C: directory of your drive, then you should
be able to boot normally.
There is no charge for this by the way.
