1 thing to try on a portable....
if you are running it mainly on AC power rather than
battery.
Open power options & set it to a "always on" setting.
Xp is setup by default to utilize a power option called
CPU stepping to conserve battery life, unfortunately it
still "throttles back the CPU speed when you are running
on AC power. The only way I've found to get it to use the
full processor speed is to set this to always on. It will
not ask you to reboot, but do so as it will not implement
the change until the next reboot.
Open system properties <right click> My Computer & <left
click> Properties & see what your CPU speed is shown as
currently. Change to "Always On" then reboot & check again.
My AMD Athlon 1.2 Ghz was running at a Max of 753Mhz until
I made this change.
