Windows XP Theme makes toolbars black after update

I just applied the windows update 328410: Security Update
and it messed with my display options. My start menu bar,
tool bar and scroll bar are all black. Does anyone know
how to resolve this?

I changed my Themes(under Display) from Windows XP to
Windows classic and it seems to be a workaround for now,
but it is now using the old Windows classic theme. I
would like to restore the original Windows XP theme.

Please help!!
