Security Bulletin MS03-013. I downloaded the update and
JEEEZ I was contemplating doing a reformat and a reinstall
when I came accross an article talking about this. I went
to the Add & Remove Software section of the Control Panel,
saw and removed this update, rebooted my computer and then
VIOLA!! The speed machine was back!! No more slow
computer. This was an UNPLEASENT experience and I'll be
waiting till someone from MS takes on this problem before
reinstalling it, I DON'T CARE WHAT IT DOES!!!. I run an
Athlon 1700 w/256 MB Ram, 64 meg video ram, 30 gig hd and
a DSL Internet connection, a NEW machine that isn't the
fastest on the block but this thing was slower than the
old 900!! Anyway I jettisoned the update patch and my old
computer is back. Having problems? Check the article out
and then see if you have the update patch on your machine.

Here's the article:

Latest Windows XP patch can slow down PCs
April 24 2003-Just in case everyone has missed all of the
postings about this, I just realized I had not posted
anything about it yet.
Microsoft's latest security patch can cause computers
running Windows XP to slow down to a crawl, affected users
say.
Windows XP can take up to 10 seconds to start an
application after installation of the patch released last
Wednesday with security bulletin MS03-013, users wrote in
dozens of postings on several online discussion boards.
Removing the patch brings system speed back to normal,
according to these users.
