slow performance after critical updates??

My system doesn't hang, but the loading of all programs
has slowed down by a factor of at least 10. I have a new
Dell and when I called them they said I shouldn't
download any MS critical updates. Their tech people say
downloading critical system files is to dangerous to
attempt.
