Error 75 Path/File Access Error

The limited user on my computer has a popup window with "Error Downloading
File. Cannot write file to disk. Error 75 Path/File access Error". How do I
determine what program is causing this error message and get it fixed?

Download filemon from www.sysinternals.com and see what is being denied =
access.

PS, we can tell from the error number/description that it is a basic =
program of some type. Bill Gates and Paul Allen developed this error =
series on their first program in 1975 . Though error 75 was added in =
later Basics (first one went up to #67) probably when paths were added.
